I can send you screenshots of an example on Discord if needed, but you should see three columns. The leftmost is the filters. You can name them whatever you'd like, but it's a good idea to make it something memorable for whatever purpose it's serving. Like, I have one called "Full Trust" for friends I trust to see the more private posts.
If you click "New", it'll make a new filter for you. The other two columns come into play now. The middle column is a list of everyone "in your circle" who follows you (unsure if people you follow are also included- maybe?). The rightmost column is a list of people who are on the selected access filter. There's "add" and "remove" buttons in between that move people between the two columns. Basically, this is where you decide who can see posts marked with that filter.
Make sure to click "Save Changes"!
When you make or edit a post, you can set its access level. There's a button next to the "Post" button. It probably says "Public" for you right now. If you click it, you can pick a few options.
"Public" lets literally anyone see it.
"Access locked" lets people in your circle see it- specifically, people with "access". (When you're on someone else's Dreamwidth page, you should see an option at the top to add them to your circle or modify your relationship. "Access" refers to being able to see posts on your access locked filter. Think of it as a default access filter.)
"Private" means only you can see it.
"Custom filtered" lets you add your lovely custom access filters to the post.
